HABC Discusses Baltimore’s RAD Program at NYHC Symposium
On Thursday, September 22, 2016, the Housing Authority of Baltimore City’s (HABC) Executive Director Paul T. Graziano, HABC’s executive staff, and leadership from the HABC Resident Advisory Board were invited to discuss Baltimore’s Rental Assistance Demonstration (RAD) program at the NYHC Policy Symposium in New York City. During the visit, the Baltimore delegation met with staff from the New York City Housing Authority (NYCHA), the nations largest public housing authority, to offer guidance on RAD. The team also visited First Houses on the lower East side of Manhattan, the nation’s first public housing development that opened to residents in 1935. RAD is being considered as tool to preserve thousands of NYCHA’s aging public housing facing shortages of capital funding.
