Project Based Voucher Program

The Housing Choice Voucher Program's Project-based program subsidizes units in HABC-owned and privately owned properties throughout Baltimore.

Tenants residing in Project-based units pay 30 percent of their income for rent and utilities. The balance of their housing costs are paid by the program. Tenants in Project-based units are assisted as long as they live in the unit and continue to qualify for the program.

Applications

If hard costs of construction or rehabilitation are less than $1,000 per unit, the units fall into the category of 'Existing.' If hard costs of construction or rehabilitation meet or exceed $1,000 per unit, the units fall into the category 'Newly Construction or Rehabilitated Units.'
